My boyfriend has been playing BF3, and wants to restart multiplayer from scratch, so that he starts from level one again. is this possible. and also how do you do it??

well you can if you create a new acount
but if you want to stay with your current accout then i don't think you can, you could probaly call the people who made battlefield and ask them if you really want to though.
Either you would have to uninstall and reinstall it again, or redownload it to start fresh.
